Geogrid HS Code China: Duty, Class and Documents

Geogrid HS Code China: Duty, Class and Documents

Two years ago a distributor we work with had 40 rolls of fiberglass geogrid held for nine days at a European port. The invoice said "geosynthetic reinforcement mesh". The broker opened a file under a plastics heading. The inspecting officer opened the roll, saw woven glass roving with a bitumen coat, and disagreed. Nine days of demurrage later, the shipment moved — under a different code, with a fine neither of us enjoyed paying.

Nothing about the product was wrong. The paperwork was. Since then, every geogrid China export file we prepare starts with the material, not the product name, and I want to walk you through how we classify, what we declare, and the arithmetic worth running before you book a container.

The HS Code for Geogrid Follows the Material, Not the Name

"Geogrid" is an engineering term, not a tariff term. Customs officers read the construction of the goods: what the load-carrying element is made of, and what the surface does. That single fact decides everything downstream — the duty rate, whether any trade-remedy measure touches your shipment, even which inspection queue it lands in.

The headings that matter for geogrid China exports, in practice:

  • Plastic geogrid (PP or HDPE ribs, extruded or welded strips) — most declarations land in 3926.90, "other articles of plastics". The ribs are the product; there is no other material to argue about.
  • Fiberglass geogrid — woven glass roving, usually coated with bitumen or a polymer. That is a glass-fibre fabric, so the common heading is 7019.40 ("woven fabrics of glass fibres, of rovings"). Some offices have accepted 7019.90 for coated variants. Either way, it is chapter 70, not chapter 39.
  • Steel-plastic composite geogrid — the contested one, more on that below.

One honest caveat before anything else: I run a factory, not a customs brokerage. Treat this as the exporter's field view, and confirm the final call with your broker — or better, apply for a binding ruling in your own market before the first shipment.

Geogrid Families and the Headings We Declare

This is the table we keep pinned above the shipping desk. The strength values come straight from our mill test certificates, tested per ASTM D6637 (multi-rib tensile) and GB/T 19274 for the domestic-standard crowd; European buyers sometimes ask for the ISO 10319 wide-width method instead, which we can arrange.

Notice the split: the two glass-fibre rows live in chapter 70, the two steel-plastic rows in chapter 39. Same catalogue page on our website, completely different tariff lives.

Why Steel-Plastic Geogrid Splits Opinions at Customs

A steel-plastic geogrid is steel tendons sheathed in polyethylene, welded into belts. Ask three customs offices what that is and you can get three answers. One view: the plastic coating is the functional surface and the dominant material by volume, so 3926.90 fits. Another view: the steel core carries the load, which pulls the goods toward the iron-and-steel woven-cloth heading. We have shipped it under 3926.90 for years and it has cleared, but I would not call that a universal rule.

If you plan repeat imports of steel-plastic geogrid China origin in volume, spend the money once on a binding tariff ruling — binding tariff information in the EU, an advance ruling in the US, similar instruments elsewhere. A ruling costs a few hundred dollars and freezes the classification question for years. Compare that with one demurrage bill and it is cheap.

Run This Landed-Cost Check Before You Book

Classification is not an abstract worry — it is money, and you can quantify it before you place the order. Say you buy 6,000 m² of biaxial geogrid for road base work:

  • FOB value at $1.00/m² → $6,000
  • Sea freight → $1,500; insurance → $90
  • CIF → $7,590

Now the heading decides the duty. With round illustrative numbers (your own tariff schedule governs — pull the exact rate for the heading your broker confirms):

  • Heading A at 5% → duty $379.50 → landed $7,969.50 → $1.328/m²
  • Heading B at 9% → duty $683.10 → landed $8,273.10 → $1.379/m²

Five cents per square metre sounds like nothing until you scale it: a distributor bringing in eight such shipments a year absorbs roughly $2,430 in pure rate difference — and if the discrepancy is found later, the assessment usually goes retroactive across prior entries, plus penalties. On top of the rate itself, some headings sit inside active trade-remedy measures on glass-fibre fabrics from China, which can dwarf the ordinary duty. Check that before you book, not at the port.

The same arithmetic works in reverse: when a quotation from a fiberglass geogrid China supplier looks strangely cheap, ask which heading they declared on the sample shipments. A low FOB price with a duty exposure you inherit is not a discount.

The Paperwork We Ship With Every Geogrid Order

Documents are where classification problems are won or lost, so our export pack is fixed:

  1. Commercial invoice — product described by construction, not marketing: "biaxial geogrid, PP ribs welded, for soil reinforcement", with unit price and total m².
  2. Packing list — every roll itemised: width × length. A typical steel-plastic biaxial roll runs 1.0 – 3.0 m (custom) wide and 30 – 50 m long, so a mixed-width order must be listed roll by roll; "2,000 rolls assorted" invites an inspection.
  3. Batch test certificate — tensile strength at 2% and 5% strain per ASTM D6637, tied to the actual production batch, not a leaflet number.
  4. Certificate of origin — and for markets with preferential agreements, the right form so the duty rate itself drops.

If you consolidate a container — geogrid plus nonwoven geotextile, maybe an HDPE geomembrane — each line needs its own heading and its own description. Mixed invoices with one lump description are the single most common reason geosynthetics China shipments get pulled aside.

Buying Geogrid From China: Confirm These Before Payment

A few questions that separate a source factory from a trading desk:

  • Who issues the test certificate — the mill or a middleman? Ask for the batch number to match your packing list.
  • Can they declare consistently? A factory that ships weekly has a classification history with its customs office; a trader discovering your heading on your order does not.
  • What happens on a customs query? Get the answer in writing: who talks to the broker, who pays demurrage if the papers were wrong.
  • Roll spec flexibility. Factory-direct supply means roll width, length and grid size are cut to your project — 38.1mm aperture for a heavy base, 12.7mm for an overlay — instead of whatever is on the shelf. It also means LCL consolidation is priced transparently rather than padded.
